

BUFFALO NEW YORK—Erie County Medical Center (ECMC) Corporation announced the appointment of Angela Payne, MSN, RN, CEN as Assistant Vice President of Critical Care and Emergency Nursing Services and Shentelle Bell, MSN, RN as Assistant Vice President of Medical Surgical Nursing Services. Both Angela and Shentelle possess strong clinical backgrounds and proven leadership skills in their respective areas of nursing, focusing their talent and experience with their patients and colleagues.
Payne earned her Master of Science in Nursing Leadership from Grand Canyon University in 2022. Her leadership journey includes hospital supervision roles at ECMC, Kaleida Health, and Catholic Health. She has served as Throughput Supervisor, Supervisor of Case Managers at Fidelis/Centene, and Nurse Manager of the Cardiac Operating Room and Post Anesthesia Recovery Room at Mercy Hospital of Buffalo. Most recently, Angela served as the Nursing Care Coordinator for the Emergency Department, focusing on quality improvement, staff acquisition, and training. Her work helped streamline workflows, improve staff development, and elevate the quality of emergency care delivery. Angela’s clinical foundation spans Critical Care, Acute Medical-Surgical Care, and Emergency Medicine. Her broad experience and ability to guide multidisciplinary teams make her a vital addition to ECMC’s nursing leadership team.
Bell began her nursing career at ECMC in 2005 and over the past twenty years has risen steadily in nursing leadership, making significant contributions throughout our institution. Beginning as an Emergency Department staff nurse, Shentelle served as preceptor and mentor to new RN staff in the Department. In 2014, she became a Medical Surgical Unit Charge Nurse where Shentelle oversaw daily functioning of the unit directing general patient fl ow and served as a clinical resource for staff, while staff were adhering to hospital protocols and safety standards. From there, Shentelle
returned to the Emergency Department as a Team Leader where for nearly four years she provided leadership and oversight to nursing staff across shifts, served as a clinical resource in the assessment, prioritization, and management of acutely ill or trauma patients and ensured accurate documentation, incident reporting, and compliance with regulatory and hospital standards. Following her success in those key areas of the hospital, Shentelle was named Director of Nursing for Ambulatory Services in December 2020. As she had done her previous positions at ECMC, has provided strong leadership in this role, leading a team of 70+ clinical staff including nurses, medical assistants, and nurse leaders. Over the past several years, Shentelle has developed and implemented initiatives that improved patient throughput and satisfaction, streamlined workflows and EMR utilization to reduce documentation errors and aligned nursing goals with organizational strategy and ambulatory growth initiatives.
