
Ten-year member of ECMC’s Executive Leadership Team succeeds departing ECMC CEO Thomas J. Quatroche Jr., PhD
BUFFALO, NY— Erie County Medical Center Corporation (ECMC) Board of Directors has announced their unanimous vote to appoint Andrew L. Davis, MBA as President and CEO of ECMC. Mr. Davis succeeds Thomas J. Quatroche Jr., PhD who is departing ECMC to become President and CEO of the Healthcare Association of New York State (HANYS). Mr. Davis will formally take his position as ECMC’s President and CEO on June 15, 2026.
Mr. Davis joined ECMC in 2016 as Chief Operating Officer after having served in a variety of senior management positions in healthcare organizations in Florida, Massachusetts, North Carolina and Washington, D.C. In 2025, Mr. Davis assumed the position of President and Chief Operating Officer at ECMC.

With more than 20 years of experience in healthcare administration, financial management and quality care, Mr. Davis has a strong background in healthcare financial and operations management, as well as his knowledge of the complexity of managing hospitals in an ever-changing landscape, which has played a key role in ECMC’s commitment to delivering the highest quality care for the residents of Western New York.
As President and Chief Operating Officer, he has been a significant contributor to the development and execution of strategic collaborations and various initiatives ECMC pursues jointly with healthcare partners Kaleida Health and the University at Buffalo under the rubric of Great Lakes Health of Western New York.
Just prior to joining ECMC in August 2016, Mr. Davis served as Interim Chief Executive Officer at United Medical Center in Washington, D.C., a 354-bed acute care hospital and skilled nursing facility. Prior to that position, he was President of Steward Carney Hospital in Massachusetts.
Mr. Davis began his career in the early 1990’s as a staff accountant, rising to senior auditor for a CPA firm in Pensacola, FL, whose clients included healthcare facilities, non-profit organizations that received federal funding, and assisted living facilities. Over the next 18 years, Mr. Davis served six different healthcare facilities in various financial management capacities, including Director of Internal Audit, Assistant Controller and Chief Financial Officer, ascending eventually to Chief Operating Officer at Franklin Regional Medical Center in North Carolina and Chief Executive Officer at Sandhills Regional Medical Center and then Davis Regional Medical Center, both located in North Carolina.
Since moving to Buffalo, Mr. Davis has been instrumental in the continued development of new services for ECMC and Great Lakes Health. During this time, ECMC has achieved over $100 million in capital improvements on its 65-acre health campus, including opening in 2020 the state-of-the-art KeyBank Trauma and Emergency Department, the Russell J. Salvatore Atrium, which serves as a modern entrance to the main hospital, and a comprehensive upgrade of the institution’s 1-million square foot main hospital’s exterior façade, including the installation over 4.400 energy efficient windows. He serves on the Amherst Chamber of Commerce, the HEALTHeLINK Board, a regional health information technology entity, and the Board of Trustees of Shea’s Performing Arts Center.
In December 2025, Mr. Davis was elected to a one-year term as Chair of the Healthcare Association of Western & Central New York Board of Directors, the regional advocate for not-for-profit healthcare providers from Western New York to the Finger Lakes. He is also Chair of the Board for Health Sciences Charter School in Buffalo and he was recognized by Buffalo Business First as a 2022 C-Level Executive Honoree. He serves on the Board of the University at Buffalo’s Community Health Equity Research Institute and he was a member of the 5/14 Survivors Fund, which was a group of more than two dozen community and business leaders named to the steering committee that determined how to divide up millions of donated dollars to survivors of the May 14 racially motivated shooting at Tops Friendly Markets in Buffalo.
Mr. Davis received his BS and MBA Accounting degrees from Troy University in Alabama.
